Access to data and the ability to use it are essential for innovation and growth. Data-driven innovation can bring major and concrete benefits, such as improved health policies, better healthcare systems and more targeted therapeutic solutions.

The European data strategy, published early 2020, aims to make the EU a leader in a society empowered by data. Creating a single market for data will allow it to flow freely within the EU and across sectors for the benefit of businesses, researchers and public administrations.

In this context, a first proposal for the European Health Data Space (EHDS) regulation is expected for April 2022. In the meantime, the EU Joint Action "Towards the European Health Data Space" (TEHDAS), coordinated by the Finnish Innovation Fund Sitra, has prepared the ground 25 European countries and has already published multiple recommendations regarding the EEDS.

The French EU Presidency digital health strategy is fully in line with this dynamic. Upon the inauguration of the French Presidency of the Council of the European Union (PFEU), the French President called for a stronger Europe based on shared values. These convictions are also at the heart of the digital health roadmap that France has been implementing for the past three years.

Therefore, the French EU Presidency has provided impetus to the adoption by the European eHealth Network of European Ethical Principles for Digital Health organized around 4 ethical dimensions, reflecting European values, which will guide the progress towards the European Health Data Space. It is therefore the right time to bring the key actors involved or concerned by these topics together to confront their views on and expectations towards the EHDS. //

En ouvrant la présidence française du conseil de l’Union européenne (PFUE), le Président de la République a appelé à construire une Europe plus forte et à baser son ambition sur des valeurs partagées. Ces convictions sont par ailleurs au cœur de la feuille de route du numérique en santé portée depuis 3 ans en France. La stratégie de la Présidence française pour le numérique en santé européen s’inscrit ainsi pleinement dans ces deux dynamiques. Sur proposition de la PFUE, 16 principes européens pour l’éthique du numérique en santé ont donc été adoptés avec un consensus extrêmement rapide, traduisant les valeurs européennes. Dans cette perspective, une première proposition du règlement pour l'Espace Européen des Données de Santé (EEDS) est attendue pour avril 2022. L'action conjointe européenne "Vers l'espace européen des données de santé" (TEHDAS), coordonnée par le Fonds d'Innovation finlandais Sitra, implique par ailleurs 25 pays européens et a déjà publié de multiples recommandations concernant l'EEDS.
